Training Programme for Academic Managers

University teams from Ukrainian state higher education institutions (HEIs) subordinated to the Ministry of Education and Science of Ukraine are invited to participate in the Programme.

Training Programme for Academic Managers is a unique initiative of the Ministry of Education and Science of Ukraine. It is implemented by the British Council as part of the joint project of the Ministry of Education and Science and the World Bank ‘Ukraine Improving Higher Education for Results’. 

University teams from Ukrainian state higher education institutions (HEIs) subordinated to the Ministry of Education and Science of Ukraine are invited to participate in the Programme.

The programme aims to strengthen the institutional capacity of Ukrainian HEIs by improving academic managers’ skills in higher education transformation, good governance, strategy, finance, people management, internationalization, and institutional change.

Programme Content:

Module 1: Role of Universities in the Context of Social Transformations;
Module 2: Strategic Management in Times of Uncertainty;
Module 3: Human Resources Management;
Module 4: Finances, Resources, and Projects.

Programme Structure: four residential training sessions (each running from Tuesday to Friday, with four-week intervals between modules), team assignments, presentation of an institutional change project at an international online conference.

Training Period: from 30 September 2025 to 27 March 2026. The international online conference will take place on 22 April 2026.

Residential training sessions will take place in:

  • Dnipro (in partnership with Dnipro University of Technology)
  • Kyiv (in partnership with Mariupol State University)
  • Lviv (in partnership with Ukrainian Catholic University)

Programme Scope and Certification

The Programme is equivalent to 6 ECTS credits.

Successful completion of each module entitles the participant to receive a Certificate from the Ministry of Education and Science of Ukraine and the British Council. Successful completion of the full Programme will result in receiving an official Professional Development Certificate in accordance with the Procedure for Professional Development of Pedagogical and Research and Teaching Staff, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 800 dated 21 August 2019.

Programme Cycle 2 Application

Team Requirements:

Each HEI team should consist of 6-7 core members and 2 reserve members.

Categories of participants: vice-rectors, deans & vice-deans, institute directors & deputy directors, heads of departments, heads of administrative units. Each team may include no more than one head of an administrative unit and one academic staff member who does not hold an administrative position at the time of the selection process.

Team members must represent different structural units of the HEI.

When forming a team, it is recommended to maintain gender balance and ensure the full-time presence of team members during all residential training sessions of the Programme.

Each HEI may nominate 2–3 teams to participate in the Programme. Teams from the same institution will be assigned to different training groups.

Team Selection Criteria (maximum score – 100 points)

Criterion 1: Institutional Motivation – max. 30 points

  • Motivation of the institution to participate in the Programme – max. 10 points
  • Team’s expectations – max. 10 points
  • Expected impact of the Programme on institutional development – max. 10 points

Criterion 2: Team Composition Quality – max. 70 points

  • Compliance with team requirements – max. 20 points
  • Relevant experience for participation – max. 20 points
  • Individual motivation – max. 30 points

Funding

  • Participation in the Programme is free of charge.
  • Travel and accommodation expenses are to be covered by the higher education institutions delegating the participants.
